This book offers a professional’s perspective on the history of late Soviet and early post-Soviet Ukrainian diplomacy, drawing on 40 years of first-hand experience of its author across multiple positions in Ukraine’s Ministry of Foreign Affairs. Volodymyr Khandogiy (b. 1953) studied international relations at the Taras Shevchenko University of Kyiv.  In 1995–1998 and 2006–2010, he served as Deputy Minister of Foreign Affairs, and, in 2009, as Acting Minister of Foreign Affairs of Ukraine. As Extraordinary and Plenipotentiary Ambassador, Khandogiy headed Ukraine’s embassies in Canada, Belgium, Luxembourg, the Netherlands, and the United Kingdom as well as the Mission of Ukraine to NATO and the National Commission of Ukraine for UNESCO. He served as Ukraine’s Deputy Permanent representative to the UN and representative to the International Civil Aviation Organization, Organization for the Prohibition of Chemical Weapons, and International Maritime Organization. After retirement, Khandogiy became co-founder and president of the Ukrainian Foreign Policy Association, and Chairman of the Board of the journal Foreign Affairs UAV.
