This book is a continuation of the author’s memoirs first published in Ukrainian language in 2017. Here, the narrative unfolds during the challenging transition from the diplomacy of the “phantom state” of the Ukrainian Soviet Socialist Republic to the emerging diplomatic service of independent Ukraine. Readers are offered a rare opportunity to engage with uncensored reflections of an eyewitness to these transformative events. But these are more than personal reminiscences. The book contributes to a broader understanding of Ukraine at different points in its history via the author’s analyses of them from the perspective of an insider. Volodymyr Khandogiy (b. 1953) studied international relations at the Taras Shevchenko University of Kyiv.  In 1995–1998 and 2006–2010, he served as Deputy Minister of Foreign Affairs, and, in 2009, as Acting Minister of Foreign Affairs of Ukraine. As Extraordinary and Plenipotentiary Ambassador, Khandogiy headed Ukraine’s embassies in Canada, Belgium, Luxembourg, the Netherlands, and the United Kingdom as well as the Mission of Ukraine to NATO and the National Commission of Ukraine for UNESCO. He served as Ukraine’s Deputy Permanent representative to the UN and representative to the International Civil Aviation Organization, Organization for the Prohibition of Chemical Weapons, and International Maritime Organization. After retirement, Khandogiy became co-founder and president of the Ukrainian Foreign Policy Association, and Chairman of the Board of the journal Foreign Affairs UAV.
